1. Background
Gwoza LGA in Borno State continues to face significant humanitarian challenges due to prolonged conflict, displacement, limited access to basic services, and high vulnerability to waterborne and hygiene-related diseases. Poor hygiene practices and inadequate sanitation facilities increase public health risks, particularly among women, children, and displaced populations. The Hygiene Promotion Officer will support the design and implementation of effective hygiene promotion interventions to improve health outcomes and community resilience in line with the Donor requirement and FRAD foundation work culture.
2. Purpose of the Position
The Hygiene Promotion Officer is responsible for planning, implementing, and monitoring hygiene promotion activities that encourage positive behavior change among affected populations in Gwoza LGA. Ensuring the project objectives align with Donor requirements and FRAD Foundation operation standard and ensures that all WASH interventions meet quality standards, are community-driven, gender-sensitive, and aligned with national policies, SPHERE standards, and organizational guidelines.
3. Key Responsibilities
A. Hygiene Promotion & Community Engagement
- Plan and implement hygiene promotion activities targeting IDPs and host communities.
- Conduct community sensitization sessions on key hygiene practices including handwashing, safe water handling, sanitation, menstrual hygiene management (MHM), and waste disposal.
- Support the formation and strengthening of community hygiene and WASH committees.
- Ensure meaningful participation of women, men, adolescents, persons with disabilities, and other vulnerable groups.
B. Behavior Change Communication (BCC)
- Develop and use appropriate IEC/BCC materials adapted to local culture and language.
- Promote behavior change approaches rather than one-off awareness sessions.
- Support hygiene campaigns during disease outbreaks (e.g., cholera, AWD).
C. Distribution & Post-Distribution Monitoring
- Support hygiene kit distributions and ensure beneficiaries understand proper use.
- Conduct post-distribution monitoring (PDM) to assess utilization and impact of hygiene items.
D. Monitoring, Reporting & Accountability
- Collect and compile hygiene promotion activity data using approved tools.
- Prepare weekly and monthly activity reports.
- Support feedback and complaints response mechanisms to ensure accountability to affected populations.
- Document lessons learned, challenges, and best practices.
E. Coordination & Integration
- Work closely with WASH, Health, Nutrition, and Protection teams to ensure integrated programming.
- Coordinate with community leaders, local authorities, and partners at LGA level.
- Participate in WASH coordination meetings when required.
F. Safeguarding, Safety & Compliance
- Promote and adhere to safeguarding, PSEA, and child protection principles.
- Ensure hygiene promotion activities are safe, inclusive, and respectful.
- Comply with organizational security and safety procedures.
G. Logistics & Operational Support
- Coordinate field logistics, including transport, venue preparation, and distribution planning.
- Ensure proper documentation of all distributions and activity attendance.
- Support procurement processes in line with FRAD and donor guidelines.
4. Required Qualifications & Experience
Essential
- Bachelor’s degree or HND in Public Health, Environmental Health, Community Development, Social Sciences, or related field.
- Minimum of 2-3 years’ experience in hygiene promotion or community mobilization in humanitarian or development settings.
- Experience working in Northeast Nigeria or emergency contexts is highly desirable.
- Prior experience with IDPs and host communities is an advantage.
- Proficiency in English; knowledge of Hausa and/or Kanuri is an added advantage.
- Willingness to work in remote, hard-to-reach areas under challenging conditions.
5. Key Competencies
- Strong technical knowledge of Hygiene Promotion approaches.
- Excellent interpersonal and community engagement skills.
- Computer literacy (MS Word, Excel, data collection tools).
- Fluency in English; knowledge of Hausa and/or Kanuri is an asset
