Background

Future Resilience and Development Foundation (FRAD) is committed to strengthening community systems, promoting inclusive programming, and advancing sustainable humanitarian and development interventions across Northeast Nigeria. As part of ongoing program expansion in Borno State, FRAD seeks to recruit a qualified and experienced Advocacy and Capacity Building Officer to lead advocacy initiatives, stakeholder engagement, and institutional capacity strengthening efforts.

Purpose of the Position

The Advocacy and Capacity Building Officer will lead all advocacy, stakeholder engagement, and capacity-building initiatives under in FRAD. The role aims to strengthen institutional systems, influence policy and decision-making processes, promote community ownership, and enhance sustainability of project outcomes.

Key Responsibilities

1. Advocacy and Campaign Management

  • Develop and implement advocacy strategies aligned with project objectives.
  • Plan and execute advocacy campaigns targeting key stakeholders, policymakers, and community leaders.
  • Conduct advocacy visits and represent FRAD at coordination forums, stakeholder meetings, and public engagements.
  • Support resource mobilization efforts through strategic partnerships and engagement.

2. Capacity Building

  • Conduct training needs assessments for stakeholders and community structures.
  • Design and deliver training sessions, workshops, and mentoring programs.
  • Develop training materials and capacity-building tools.
  • Promote localization and sustainability through strengthening community systems.

3. Research and Analysis

  • Conduct research and policy analysis to inform advocacy strategies.
  • Document best practices, lessons learned, and success stories.
  • Provide evidence-based recommendations for program improvement.

4. Stakeholder and Community Engagement

  • Maintain strong working relationships with government agencies, community leaders, CSOs, and partners.
  • Facilitate community dialogues and engagement platforms.
  • Ensure Diversity, Equity, and Inclusion (DEI) principles are mainstreamed in all activities.

5. Monitoring, Evaluation and Learning

  • Develop and track advocacy and capacity-building impact metrics.
  • Monitor sustainability indicators and community feedback mechanisms.
  • Prepare periodic reports on advocacy and capacity-building outcomes.

6. Communication and Outreach

  • Support communication initiatives related to advocacy campaigns.
  • Contribute to visibility materials, policy briefs, and reports.

7. Administrative and Compliance Responsibilities

  • Support documentation, reporting, and filing of advocacy and training activities.
  • Ensure activities comply with FRAD policies and donor requirements.

8. Professional Conduct

  • Represent FRAD in alignment with its mission and vision.
  • Uphold transparency, accountability, and teamwork.
  • Demonstrate innovation, creativity, and proactive problem-solving.

Qualifications and Experience

Minimum Requirements

  • Bachelor’s degree in Social Sciences or related field.
  • Minimum of three (3) years’ experience in humanitarian response, particularly in advocacy and community engagement.
  • Strong computer skills including Microsoft Office and Google Workspace.
  • Demonstrated ability to multitask and work under pressure.

Preferred Qualifications

  • Bachelor’s or Master’s degree in Law.
  • At least three (3) years’ experience in legal practice, advocacy, community engagement, and capacity building.
  • Fluency in Hausa, Kanuri, and other local languages spoken in Borno and Yobe States.
