1. Background
FRAD implements humanitarian and development programs aimed at improving the resilience and well-being of vulnerable populations. Cash and Voucher Assistance (CVA) is an increasingly used modality to provide dignified and flexible support to crisis-affected households, enabling them to meet their essential needs while strengthening local markets.
The Cash and Voucher Assistance Officer will support the effective design, implementation, monitoring, and reporting of CVA activities in line with organizational policies, donor requirements, and global best practices.
2. Purpose of the Position
The CVA Officer will be responsible for coordinating and implementing cash and voucher assistance interventions to ensure timely, accountable, and effective delivery of assistance to targeted beneficiaries. The role involves beneficiary targeting, market assessments, coordination with financial service providers, monitoring of cash distributions, and reporting of program results.
3. Key Responsibilities
3.1 Program Implementation
- Support the planning and implementation of cash and voucher assistance programs.
- Conduct beneficiary identification and verification processes in line with project targeting criteria.
- Coordinate beneficiary registration and documentation.
- Facilitate cash transfer activities including distribution and payment verification.
- Ensure beneficiaries receive assistance in a safe, dignified, and transparent manner.
3.2 Market Assessments
- Conduct market assessments to determine feasibility of cash-based interventions.
- Monitor market functionality, price fluctuations, and supply chains.
- Ensure cash interventions do not negatively impact local markets.
3.3 Beneficiary Targeting and Registration
- Support community-based targeting processes.
- Ensure inclusion of vulnerable groups such as women-headed households, persons with disabilities, and elderly persons.
- Verify beneficiary data and maintain accurate beneficiary records.
- Ensure compliance with data protection standards.
3.4 Coordination with Financial Service Providers
- Liaise with financial service providers, mobile money operators, and vendors.
- Ensure timely transfer of cash or vouchers to beneficiaries.
- Monitor payment processes and address payment-related challenges.
3.5 Monitoring and Accountability
- Conduct post-distribution monitoring (PDM) to assess program effectiveness.
- Document beneficiary feedback and complaints.
- Ensure compliance with accountability to affected populations (AAP) standards.
- Identify protection risks related to cash assistance.
3.6 Reporting and Documentation
- Maintain accurate program documentation and records.
- Prepare weekly and monthly activity reports.
- Support donor reporting requirements.
- Document lessons learned and best practices.
3.7 Community Engagement
- Conduct community sensitization sessions about cash assistance programs.
- Ensure communities understand eligibility criteria and program processes.
- Promote transparency and reduce potential conflicts.
3.8 Coordination
- Participate in coordination meetings with relevant stakeholders.
- Engage with government authorities and humanitarian partners.
- Collaborate with internal teams including protection, food security, and monitoring units.
5. Qualifications and Experience
Education
- Bachelor’s degree in Social Sciences, Development Studies, Economics, Business Administration, or a related field.
Experience
- Minimum of 2 years’ experience in humanitarian CVA programming.
- Experience working with vulnerable communities in humanitarian settings.

- Strong understanding of cash-based programming principles.
- Knowledge of humanitarian standards and accountability mechanisms.
- Strong data management and reporting skills.
- Ability to work with community structures and stakeholders.
- Good communication and facilitation skills.
