1. Background
Future Resilience and Development Foundation (FRAD Foundation) is a registered non-profit organization with the Corporate Affairs Commission (CAC No: CAC/IT/NO/139393) in 2019 in accordance with Nigerian law, with its office located at No 348 Jamina Road, Pompomari Bypass, Maiduguri, Nigeria.
FRAD Foundation implements humanitarian and early recovery interventions across North-East and North-West Nigeria, focusing on vulnerable populations affected by displacement, conflict, and socio-economic shocks. The organization’s approach integrates strong staff capacity building with strict quality assurance procedures, ensuring continuous learning, improved performance, and adherence to donor standards.
As part of its commitment to Accountability to Affected Populations (AAP), protection mainstreaming, and community participation, FRAD Foundation prioritizes strong Monitoring, Evaluation, Accountability, and Learning (MEAL) systems across all projects. A critical component of this system is the Feedback and Complaint Response Mechanism (FCRM), which ensures that beneficiaries and community members actively participate in program oversight and decision-making processes.
To further strengthen evidence-based programming, enhance transparency, improve data quality, and ensure compliance with donor requirements, FRAD Foundation seeks to recruit a qualified MEAL Officer. The MEAL Officer will play a central role in designing, coordinating, and implementing MEAL systems at field and community levels, ensuring accurate data collection, effective feedback management, continuous learning, and informed decision-making across all project interventions.
2. Purpose of the Position
The MEAL Officer ensures that projects are effectively monitored and evaluated against planned objectives and indicators. The role also strengthens accountability to beneficiaries and promotes continuous learning through accurate data collection, analysis, and reporting.
3. Key Responsibilities
A. Monitoring, Evaluation, Accountability, and Learning (MEAL)
- Lead the development and implementation of comprehensive monitoring frameworks, tools, and systems aligned with project logframes, indicators, and donor requirements.
- Oversee the collection of both quantitative and qualitative data through a variety of approaches such as household surveys, focus group discussions (FGDs), key informant interviews (KIIs), and direct observations.
- Support the design and coordination of project evaluations, including baseline, midline, and endline assessments.
- Produce clear and actionable M&E reports, highlighting key insights, lessons learned, and performance gaps. Play a key role in facilitating internal learning processes by organizing review meetings, presenting findings, and working with program teams to adapt implementation strategies based on evidence and field feedback.
- Ensuring community engagement and accountability is a core aspect of the M&E role.
- Support the establishment and functioning of feedback and complaint response mechanisms (FCRM), ensuring they are accessible, safe, and confidential.
- Ensure feedback is documented, analyzed, and responded to in a timely manner, closing the loop with communities.
- Strengthen the monitoring and evaluation capacity of project staff, partners, and community volunteers through formal training sessions, on-the-job mentoring, and the development of user-friendly M&E tools and manuals.
B. Information Management
- Generate visual reports, charts, maps, and analytical summaries that capture trends across programmatic sectors.
- Map assistance coverage, identify potential delivery gaps, and produce visual outputs (e.g., maps) to support evidence-based decision-making.
- Support in the timely production, storage and dissemination of information products through FRAD’s internal platforms, helping to inform strategic decisions and adaptive programming.
- Contribute to ensuring high data quality and integrity by supporting regular database maintenance and where necessary, providing data entry support.
4. Required Qualifications & Experience (Minimum)
- Diploma in Mathematical science (Statistics, Mathematics, Computer science and Research), Social Science or Degree in any relevant subject.
Experience:
- Basic knowledge of data collection & use statistical package.
- Experience in the humanitarian field, NGO, or INGO advantage.
- Demonstrated ability to maintain integrity in performing responsibilities assigned.
- Good knowledge of English, Hausa & other native languages where deemed necessary based on areas of deployment or redeployment.

Preferred Qualifications and Experience
- 2–3 years of experience working specifically within MEAL.
- Strong understanding of community mobilization and participatory approaches.
- Experience working in conflict-affected or emergency settings in Northeast Nigeria.
